looking to replace an original 4.00x18 is this a good match? Don't see an 110/90-18 option. Vintage MX bike..

The 110/100-18 would just be a little taller then the 110/90-18, but should work without issues.

will a size 120/100/18 fit on a yamaha 2011 ttr 230?

The standard tire for the TTR230 is 100/100-18. A 110/100-18 should fit with no problems but if a 120 is desired, you will need to measure the clearance of the swingarm and chain to see if this can fit.
